Un système de transparence sur les notes d’hygiène sanitaire des lieux de restauration
Les établissements de la chaîne alimentaire (boulangeries, cantines, boucheries, commerces, restaurants, fromageries…) peuvent être contrôlés par l’état afin d’obtenir une note correspondant au niveau d’hygiène sanitaire de l’établissement, c’est le dispositif Alim ’confiance mis en place en 2017 par le ministère de l’Agriculture.

Quel critère d’hygiène pour quel smiley ?
Très satisfaisant : dans le cas d’un établissement ne présentant pas de non-conformité (ou présentant uniquement des non-conformités mineures).
Satisfaisant : si l’administration a délivré un simple avertissement (courrier de rappel de la réglementation en vue d’une amélioration des pratiques) à l’établissement, mais n’a pas prononcé de sanctions.
A améliorer : si l’administration a mis en demeure l’établissement de se conformer aux règles sanitaires dans un certain délai sous peine de sanction (un nouveau contrôle aura lieu pour vérifier la mise en place des mesures correctives).
A corriger de manière urgente : dans le cas où l’établissement est susceptible de mettre en danger la santé du consommateur. L’administration a prononcé une sanction contre cet établissement, cette sanction peut être une fermeture administrative.
Des notes d’Alim’confiance variables selon la région et les types d’établissements
94% des établissements obtiennent des bonnes notes (très satisfaisant ou satisfaisant) mais certains domaines comme les boulangeries et pâtisseries ainsi que les métiers de bouche sont plus à même d’obtenir des scores à améliorer – plus de 18% des boulangeries, pâtisseries, chocolatiers et glaciers contrôlés ont un niveau d’hygiène à améliorer ou à corriger de manière urgente. De plus, certaines régions comme les DOM-TOM le Centre-Val-de-Loire et la Bourgogne-Franche-Comté ont des notes inférieures à la moyenne nationale ! En Bourgogne-Franche-Comté 57% des établissements de boulangeries-pâtisseries contrôlés ont eu une note « à corriger de manière urgente » ou « à améliorer » !
41 474 établissements ont été contrôlés en 2019 mais de nombreux établissements doivent encore être inspectés (il y a seulement entre 1 et 20% des établissements qui sont inspectés par catégories) surtout dans certaines régions comme la région PACA ou la Corse qui sont pourtant très touristiques.

A quoi sert le système d’évaluation du niveau d’hygiène sanitaire des établissements ?
L’intérêt de ces contrôles est d’éviter les risques sanitaires que peuvent présenter la consommation de produits provenant d’établissements dont l’hygiène est douteuse. Les contrôles portent sur la propreté des locaux et du matériel, hygiène du personnel et des manipulations, respect de la chaîne du froid, etc. Un contrôle donne une note qui est valide 1 an uniquement sans garantie de suivi d’inspection. Un établissement mal noté est cependant contrôlé à nouveau dans les 3 à 6 mois et l’avis peut être revu à la hausse (avec une note ‘satisfaisant’ maximum). Seuls les résultats annuels font office de référence.
