Le Grenelle de l’environnement,

Indoor air quality monitoring in ERP buildings

The Grenelle Law is a series of environmental laws and measures adopted in France with the aim of reducing the environmental impact of society and ensuring the protection of the environment, biodiversity, and public health.

As part of the 4th National Health and Environment Plan (PNSE4), one of the major concerns of the Grenelle Law is the indoor air quality, especially in Public Reception Facilities (ERP) such as:

  • In 2023: nurseries, primary schools, middle schools, high schools, recreational centers
  • Starting from 2025: social and medico-social structures

The Grenelle Law emphasizes the need to ensure good indoor air quality in Public Reception Facilities, but it is also a matter of concern for businesses in terms of the safety and quality of life of employees, considering that we spend 90% of our time indoors, where pollutant concentrations can be up to 5 times higher than outdoors.

In accordance with Article R226-15 of the Environmental Code, it is imperative to conduct Indoor Air Quality (IAQ) monitoring for establishments open to the public (ERP). This monitoring includes evaluating ventilation systems and measuring air quality, accompanied by a corresponding action plan. Failure to comply with this obligation may result in severe financial penalties, ranging from a fine of 1500 to 3000 euros, in accordance with the fifth-class offense.
